Rachel Thomas is the Senior Advisor for Diversity, Equity, Inclusion, and Accessibility (DEIA) and Women, Peace, and Security (WPS) for the Undersecretary for Arms Control and International Security, Bonnie Jenkins. Rachel has over 10 years of military and civilian experience in handling, educating, and facilitating team management, focusing on areas of DEIB and LGBTQIA+ inclusion and equity. Prior to this, she was a DEIB/Inclusive Workplace Consultant, and crafted workshops, guided facilitations, and frameworks to assist organizations in assessing and implementing tangible solutions to create a culture of belonging. She routinely engages with government and non-government organizations to ensure policies and projects are truly inclusive on specific issues relating to LGBTQIA+ youth, especially Black and Latinx youth and transgender and gender-nonconforming youth. Rachel is an Atlantic Council Fellow, CNAS Fellow, and has been recognized by Out in National Security for her leadership. She holds an M.A. from Salve Regina University and a B.S. from the United States Naval Academy in Annapolis, MD.
